Environmental Impact Report
What is an Environmental Impact Report (EIR)?
An Environmental Impact Report is a detailed analysis of the potential environmental effects of a plan or development project. An EIR identifies alternatives to the proposed project or plan and presents ways to reduce or avoid potential environmental effects. Under the California Environmental Quality Act (CEQA), a general plan is considered a project, thus requiring an EIR in conjunction with the plan. Community members can provide input at two different phases in the EIR process. The first is at the initial stage when a Notice of Preparation (NOP) declares that an EIR is going to be prepared. Input at this point helps define the scope for the environmental analysis. The second opportunity for community input is in response to the draft EIR, itself. These opportunities to participate in the environmental review for the General Plan Update will be announced on this website.
